Heptapod: Hepapod.host currently unavailable

For an unknown reason, puma (Gitlab HTTP server) is consuming more file descriptors than usual, hitting a limit. When hit, it won't accept new connections. Puma has several workers and all of them did not hit this limit at the same time, letting some requests work while others wouldn't. This led our monitoring to believe everything was fine.

The limit was raised yesterday but wasn't taken into account and so the issue remained up until today. We'll continue to monitor the service throughout the day to check if increasing this limit fixes the issue.

The service is currently available again since a few minutes.
